Nice large flat grassy park, consistently busy, lots of dogs being walked and grade school aged children playing. Because it's one giant field with sidewalks pick-up soccer games seem popular.

The playground is functional. The bathrooms are well kept, but on the small side. Dogs everywhere. This can be a positive or a negative. There are kids playing in the grass area and some of the dog owners let their dogs off the leash. I once saw a dog pee on one of the kids sports bag.

This park was used as an off leash park without enforcements otherwise for decades. Now steep fines are issued to dogs off leash and people still take their dogs of leash (highlighting the need for off leash space). There is high density housing nearby with many dog owners in need of nearby park space for their dogs. If the park and city were interested in a solution based approach they could easily fence in a dog area or establish off leash hours. Instead they seem fine under serving the community while preserving a situation ripe for conflict. This is such an obvious problem with straight forward solutions that the city is no doubt aware off that it should not fall on the public to do the legwork to put a solution in place. Resolving ongoing use conflicts as straight forward as these should not be the burden of public volunteers- they should be an essential job of salaried employees. Do your job and if that means working to change petition procedures then take the initiative to do that! This seems like bureaucracy at its worse and I hope you reflect on your role in it.
